Federal courts have washed their hands of gerrymandering. Through Rucho v. Common Cause to Louisiana v. Callais, the Supreme Court has allowed gerrymandering - and killed the Voting Rights Act. But reformers have proposed a bold fix - multimember districts. It’s a long-term vision for democracy reform.
What will that reform actually do? Learning the answer requires us to game out scenarios in advance. Join me for the “multimember episode” of Fixing Bugs, Live! Elaine Zhao, a fellow at the Electoral Innovation Lab, and I will talk about her computer modeling of the Fair Representation Act, a way of ensuring proportional representation. Elaine’s been simulating the consequences for the state legislatures in widely varying cases, from Massachusetts to Texas.
